First, the debate is changing because the nature of trade has changed. The ways in which new entrants and producers engage with trade have altered as a result of the increased integration of economies into the global trading system - and the fragmentation of stages of production across countries.

Second, since most developing countries have reformed their trade policies to become more liberal, the trade and poverty debate is characterised less by the battle of ideologies between liberalisers and non-liberalisers and more by the urgent need to find development solutions that work in practice.

In Africa, trade liberalisation has resulted in increased trade flows, but this has yet to contribute to significantly faster growth and poverty reduction. The  African experience is not an anomaly. In other developing regions and countries too, trade policy reforms have frequently not delivered the growth and poverty reduction benefits anticipated.

As a result, the key policy challenge lies no longer in whether to participate in global trade, but in how to do so in a manner that augments the productive capabilities and incomes of producers in general, and the poor in particular.

This is the goal of the Partnership for Making Finance Work for Africa, a major initiative to support the efforts of African countries to boost economic growth and fight poverty by encouraging and facilitating development of the financial sector.  RBE is committed to this partnership and is bringing its contribution to the global value chain analysis to the trade, growth and poverty reduction debate.

A l’issue de la visite d’une mission d’entreprises bretonnes en Tunisie, exerçant dans différents secteurs, du 14 au 16 octobre 2009, une rencontre économique tuniso-bretonne s’est tenue, jeudi 15 octobre, au siège de l’UTICA (Union tunisienne de l’industrie, du commerce et de l’artisanat).

Cette rencontre a été marquée entre autres par la signature d’une charte UTICA-Medef Ille et vilaine, pour le développement des relations économiques, culturelles et sociales entre la Tunisie et la région de Bretagne. Mr Tarak Chérif, président du comité Tunisie-France de l’UTICA, et Mr Joel Cherital, président de l’Union des entreprises d’Ille et Vilaine et du Medef Ille et Vilaine, ont procédé à la signature de cette charte à la fin de la séance d’ouverture de la journée.

Cette rencontre, organisée conjointement par le patronat tunisien et le MEDEF (Mouvement des entreprises de France), a été une bonne occasion pour mettre le point sur les piliers de la coopération tuniso-française, qui a connu, malgré la crise financière internationale, un développement remarquable.

Il est important de rappeler, sur ce point, que l’Europe a connu cette année un taux de croissance assez faible ( ), ce qui n’a pas affecté les relations économiques bilatérales entre la Tunisie et la France.

Mr Adel Ayari, directeur de la coopération bilatérale au sein du ministère du Développement et de la Coopération internationale, énumérant les différents avantages du site Tunisie, a précisé que cette rencontre s’inscrit dans le cadre de la promotion des échanges entre les deux pôles économiques tunisien et français, plus particulièrement la région bretonne.

Mr Tarak Chérif a, lui de même, affirmé les propos de Mr Ayari, on insistant sur la nécessité de développer des actions plus axées sur les secteurs et les régions.
Par la même occasion, Mr Chérif a qualifié de « très bonne », la qualité des relations qui unissent les centrales patronales tunisienne et Française.
Les entreprises tunisiennes sont prêtes aujourd’hui, à nouer des partenariats durables et performants grâce à leurs ressources humaines qualifiées et expérimentées. A-t-il affirmé.
Ces relations de partenariats s’avèrent bénéfiques pour les deux parties. En effet, les entreprises tunisiennes pourront intervenir directement dans les différentes étapes de production, distribution et commercialisation du produit ou service final.
Les entreprises françaises auront également leur part du gâteau en renforçant leur compétitivité à un niveau national comme international.

Le directeur de la coopération bilatérale au sein du ministère du Développement et de la Coopération internationale, n’a pas manqué de rappeler que malgré les multiples défis que relève la crise économique internationale, il est nécessaire de profiter en ce moment propice, des différentes opportunités qu’elle offre, en particulier en matière d’attraction des IDE français.

La Tunisie représente pour les investisseurs bretons un avantage réel sur plusieurs niveaux, notamment, la qualification de ses ressources humaines, la proximité géographique de son site, la facilitation au niveau des procédures administratives pour les investisseurs étrangers… particulièrement dans les secteurs des TIC et industries rattachées ainsi que l’aéronautique et l’électronique.

Cette journée, prometteuse à tous les niveaux, s’est achevée par une rencontre avec les membres de la délégation bretonne.

scheduled the new FWCs will commence towards the end of September
2009.

by sending the ToR for individual assignments indicating the deadline
by which we need to receive your confirmation of interest and
availability.

Nevertheless, new opportunities will arises for experts who posted
their CVs for lot 10 and 11 as we are preparing to work with other
international donors such as JICA, EIB and ABD.

The European Commission awarded the new Framework Contracts for the period of 2009-2011. Our partner, IBM Belgium, is selected by the EC as member of a consortium for Lot 3 (Telecommunications and information technologies). IBM Belgium has not been retained for Lot 10 (Support to Industry / Commerc / Services) and Lot 11 (Macroeconomy, Public Finances and Regulatory aspects). If launched as scheduled the new FWCs will commence towards the end of September 2009.

We will regularly inform you about offers we receive under the lot 3 by sending the ToR for individual assignments indicating the deadline by which we need to receive your confirmation of interest and availability. New opportunities will also be posted on our website. Feel free to send us your updated CV already at this stage (in English and if possible in French or Spanish).

Lot 3 cover a wide range of areas of expertise, especially for the projects in the Mediterranean aera.

You may find it useful to inform other colleagues about this opportunity. In many cases projects require mobilization of teams of experts with similar or complementary expertise and we try to give preference to teams of experts who know each other well or have already worked together.
